How Ukrainians in the U.S. under the U4U program can obtain PR in Canada

Many Ukrainians currently in the U.S. under the Uniting for Ukraine (U4U) program are considering moving to Canada, especially after changes in U.S. immigration policy and uncertainty regarding status extensions.

Despite the challenges, Canada remains one of the most attractive countries for immigration.

One of the fastest and most effective ways to obtain permanent residency (PR) in Canada is through the Express Entry program, particularly for those who have English language proficiency, higher education, and work experience in priority occupations.

What is Express Entry, and why is it a good option for Ukrainians in the U.S.?

Express Entry is a federal system designed to attract skilled professionals from around the world.

For Ukrainians in the U.S., the most suitable program is the Federal Skilled Worker Program (FSW), as it does not require Canadian work experience and allows applications to be submitted from outside Canada.

Express Entry uses the Comprehensive Ranking System (CRS), which evaluates candidates based on various factors such as age, education, work experience, language skills, and other criteria.

The maximum possible score in the system is 1,200, but to receive an Invitation to Apply (ITA) for PR, candidates need to meet the cut-off score, which has ranged between 460–530 points in recent years. Candidates in priority occupations may receive invitations even with lower scores.

Advantages for Ukrainians in the U.S.

One of the key advantages is English proficiency. Achieving CLB 10 (out of 12 levels) significantly increases a candidate's CRS score.

For example, a principal applicant without a spouse can earn up to 136 points for language skills alone.

The difference in points between CLB 7 and CLB 10 is nearly 100 points, which can be a deciding factor in receiving an invitation.

A CLB 10 level corresponds to the following IELTS General Training test scores:

  • Listening: 8.5
  • Reading: 8.0
  • Writing: 7.5
  • Speaking: 7.5

Since many Ukrainians in the U.S. already have access to language courses and real-life practice, preparing for the test is much easier.

Having strong English skills not only boosts CRS scores but also facilitates adaptation in Canada and opens doors to higher-paying jobs.

Example CRS score calculation for a typical Ukrainian applicant

Let’s consider a typical candidate profile for many Ukrainians in the U.S.:

  • Age: Under 35 years (110 points)
  • Education: Bachelor’s or master’s degree (up to 135 points)
  • Work experience: 3 years in a skilled occupation within the last 10 years (up to 80 points)
  • English proficiency: CLB 10 (up to 136 points)

The total score would be around 460, which may be enough to receive an invitation—especially if the candidate’s occupation is on the priority list.

Priority Occupations in Canada for 2025

This year, Canada is actively inviting professionals in the following fields:

  • Healthcare (doctors, nurses, pharmacists)
  • Construction (electricians, plumbers, tilers)
  • Education (teachers, early childhood educators)
  • Engineering (mechanical engineers and their assistants)

Since June 2023, Canada has been conducting targeted draws, where candidates with only 6 months of experience in a priority field may qualify.

Steps to obtain PR through Express Entry

To successfully apply for permanent residency (PR) in Canada via Express Entry, Ukrainians in the U.S. must complete the following steps:

  1. Confirm English Language Proficiency
    Take the IELTS General Training or CELPIP General test to demonstrate CLB 10 proficiency. Test results are valid for two years.
  2. Evaluate Your Diploma (ECA)
    Obtain an Educational Credential Assessment (ECA) through WES, ICAS, or another designated organization to confirm equivalency with Canadian education standards.
  3. Create an Express Entry Profile
    Provide details about education, work experience, and language proficiency. The system will calculate CRS points, and the candidate will enter the Express Entry pool.
  4. Receive an Invitation and Submit Documents
    If the CRS score is above the cut-off, the candidate will receive an Invitation to Apply (ITA). Within 60 days, they must submit a complete application package, including a police clearance certificate and medical exam.

Once approved, the candidate receives permanent resident status in Canada.
