Despite the temporary closure of immigration programs in Quebec, the provincial government has released updates on a new selection program set to launch in the summer of 2025.
The key change in these updates: low-skilled workers with Quebec work experience will be able to immigrate, and the age limit of 55 years has been lifted.
Now for the details. The new program includes four subcategories:
- Highly Skilled Professionals (TEER 0, 1, 2): minimum requirement: 1 year of work experience in the occupation, whether in Quebec or outside of Canada. Language requirement: oral French at level 7 and written French at level 5.
- Manual Labor and Mid-Skilled Workers (TEER 3, 4, 5): Includes skilled, low-skilled, and even unskilled labor. Minimum requirement: 2 years of work experience, with at least 1 year in Quebec. Language requirement: oral French at level 5, with an additional oral level 4 required for the spouse.
- Regulated Professionals in Quebec (TEER 0, 1, 2, 3, 4, 5): Includes all professions, skilled and unskilled, that require a Quebec-issued license. Applicants must provide extensive documentation from their regulatory body. Language requirements vary by profession, ranging from level 7 to level 5, with spouses requiring oral level 4.
- Exceptional Talents: Targets specialists in culture, sports, research, and strategic economic fields. Language requirements have not been fully defined but are expected to be minimal. This is the most vague and undefined category.
