As we know, Quebec is launching a new program in October for regulated professions (Volet 3) under the PSTQ, aimed at foreign regulated specialists. This applies to individuals planning to work in regulated professions in Quebec.
To apply for permanent residency, you need to begin the process of diploma or qualification recognition and obtain at least partial equivalency confirmation.
Starting September 4, applicants who receive an invitation to apply for a Quebec Selection Certificate (nomination) under this category will have a whole year from the date of the invitation to submit their documents for nomination, unlike the standard 60 days.
The program is divided into two sections.
Section A lists professions that require mandatory licensing to work in Quebec. There are 74 such professions, and all of them require qualification confirmation. For example, a mechanical engineer (code 21301) must have their diploma recognized by the relevant authority in order to apply for the program.
Section B includes 92 professions where licensing may not always be mandatory. For example, among forestry science specialists (code 21111), only forestry engineers require a license. Other specialists, such as forest assessment experts or nursery specialists, can work without one. However, to be invited under Volet 3, at least partial diploma recognition must be provided.
