Express Entry: francophones invited for PR on December 3 – What were the criteria?

The Government of Canada continues its policy of settling francophones in Canada, and this policy will remain in place until 2027.

The first round of invitations in December selected francophones with a score of 466 or higher. A total of 800 candidates were invited. The cut-off score dropped slightly compared to the previous draw—478, where 800 candidates were also invited. In October, the cut-off score was 444, in September 446, and in August, it was just 394, with 2,000 applicants invited.

In 2025, Canada plans to invite more francophones for permanent residency than in 2024—approximately 30,000 candidates.

Who qualifies as a francophone? These are candidates with a French language proficiency level of 7 in all categories and at least one year of skilled work experience.

At present, the francophone stream is considered a viable alternative for obtaining permanent residency since all other immigration programs have reached extremely high score thresholds, making them accessible to less than 10% of applicants registered in the Express Entry pool.

This situation provides an advantage for Quebec residents, who can learn French in a francophone environment, gain work experience in Quebec, move to another province, create an Express Entry profile, and receive an invitation to apply for permanent residency through the francophone stream.
