New Immigration Program for Home Care Workers in Canada

As of March 31st, 2025, a temporary program for home care workers (Home Care Worker Immigration Pilots, HCWIP) has launched in Canada (excluding Quebec). This is an opportunity for those who want to obtain permanent residency by assisting Canadians as caregivers for children or adults.
In this article, we will cover the main applicant requirements, employment contract conditions, and employer expectations.


Requirements for Applicants – Future Nannies and Home Care Assistants
To qualify for the program, you must meet the following criteria:
Language Proficiency: Minimum CLB 4 in English or French (confirmed by a language test).
Education: Equivalent to a Canadian high school diploma (assessed through an ECA evaluation).
Work Experience: At least 6 months within the last 3 years in a caregiving role, with no employment gaps and no self-employment. Experience can be from Canada or abroad.

Special opportunity for those who have lost their status in Canada and are currently undocumented
If you are in Canada without status, you can still apply under these special terms:
You must be in Canada at the time of application submission.
You legally entered Canada before December 16th, 2021, and have remained in the country continuously.
You previously held a work permit (even if it has expired).
You have family in Canada.
Employment Contract Requirements
To apply for this program, you need a legitimate job offer for a position as a Child Care Provider or Home Support Worker.


Key contract conditions include:

Type of Work: Only home care (not institutions like daycare centres or nursing homes).
Location: Any province in Canada except Quebec.
Work Schedule: Full-time (minimum 30 hours per week).
Employment Duration: Permanent position with no end date.
Salary: Not lower than the regional median wage for the specific occupation.
LMIA is NOT required for this program.


Employer Requirements
The employer must be reliable and meet strict criteria:
Experience: If it is a business organization, it must have at least one year of experience in the caregiving industry (child or adult care).
Registration: A Canada Revenue Agency (CRA) business number is required for both businesses and private families.


Examples of eligible employers:
• Home healthcare services
• In-home assistance organizations
• Patient care agencies
• Pediatric home care services


Required Documents from the Employer
Completed Form: IMM 0267 (for private individuals) or IMM 0268 (for businesses).
Signed job offer (digital or handwritten), which must be uploaded to the online portal.
